1995 2500 with 274000 pretty much stock. The heater grids seem to be working but the "Wait to Start" light will not come.
I 'm pretty sure at or below 39 Degrees F and the light should come on. The colder it is the longer it will stay on.
Is there a signal i can check or a bulb in the dash I can check?
 
Check IAT sensor that's what the ECM reads for air temp in order to decide to turn on WTS light. Another thing do a gauge cluster test to see if light even works. On my 01 with key off hold trip reset in,turn key to on and watch the odometer window for any codes after gauges and lights are checked. Not sure if 95 works same way. Are you sure heater grids work, check with ohm meter or light. Also check out next post startede by krazy.

I can tell the heaters are working by watching the volt meter or head lights.
 
I had the same problem with my 94. My light seemed to work when it wanted to. Odd enough it seemed to work more in the spring when it started to warm up outside. Replaced the dash bulb, still nothing. I can't remeber replacing any sensors to try and fix it, but I may have.
