CA 2010 Diesel Smog Law

I just wanted to send out an update to all Californian CTD owners on the latest this FINE state has to say about smogging our diesels. Any updates are welcome as it's hard to find some reliable information. The best information seems to come from the BAR site. I wonder if this will promote aftermarket exhaust manufacturers to sell str8 piped "cats" that are made to look like cats but are perfectly gutted.

Hear is what they are testing for:



-Visual Inspection of Smog Components

-OBD II Check with scan tool, "three monitors must run to completion"

-Visual Smoke Check, "most likely at idle and 2500 RPM"

-Probably EVAP (Fuel Cap) Test

Much of the confusion on GVW has come form the DMV's website, but the BAR website is more accurate as they provide the update training for the smog techs and distribute licences and so on. Slide 6 of the above BAR powerpoint presentation for the Smog techs says 14,500 and under GVW will be tested? The DMV website below is wrong in stating less than 8501 lbs:

Colorado is said to be doing the same thing along with other Green states like NY and so on. Just look at the retrofitting for the Big Rigs! Every state that currently smogs gas cars will eventually smog Diesels. It looks like I need to move to Hawaii or Montana

I'd go with Hawaii, in Montana those are fighting words. I don't know if there are still more Montanans than Californians in Montana, but I'm not sure the good people of Montana are too concerned with the odds, either. :-laf

Emission testing stations have been testing diesels in select counties in Washinton State for almost 10 years now. So far you just have to pass an opacity test with a score of 40% or less, if you fail, then there is a visual and all components have to be returned to stock condition.



New diesels are exempt for 5 years, then tested every 2 years there after. If you are observed smoking excessively by an officer, they can right you up, and you have to pass another opacity test to maitain your vehicle license. The same folks that have a hotline for litterers, now want a hotline so the public can turn your "smokin butt" in.



It's coming to all 50 states... . soon. The dems have been in control in this state for quite some time now, their affects are stiffling.

Diesels owners in California have had it a lot better than other states for a long time re: inspections and smog. We're just now catching up.

BTW JJ, I was up in your neck of the woods last week. God how I miss it.

There is no Testing in South Datoka! I live the winter months in Arizona, but as long as I can I will keep my South Datoka plates. Some parts of Arizona have testing, it just so happens that the part where I lives is one of them.

There's a guy in the cumminsforum.com by the name of DEZL - he's starting a petition to get the legislation changed (gotta shoot for the head - it's being driven by ARB, not the BAR. ) The BAR is just implementing the testing (a lot of whom are diesel owners. ) There's a shockingly low amount of complaining coming from the diesel community about this according the guys at the BAR.

PM me your contact info and I can forward it to DEZL if you're interested. By contact info I just mean First, Last and maybe city you're in. Nothing else.

Side note: If your VIN ends in an even number, you're first on the list. If you register your truck (i. e. just pay for it) any time after Feb 28th, 2010, you're also going first on the list. Do it in Feb/Mar and you get a good year break.

Sucks that the registration has already DOUBLED in CA! (If you were payin $550, you're now going to pay $710... . )

Does anyone know of a good site that tracks all the legislation being proposed in CA? Something that doesn't require a law degree and an search engine degree to get through?

Also know that CA is a powerful state. When it leads, other states tend to follow suit (except for Texas, which is bad *****. )

However, the prez announced increasing emissions standards through the roof in the coming years, it's only a matter of time before other states start getting hit with it.

Just a question... is there any smog gear to be 'visually inspected' on a 2003 Ram? I don't think it makes any sense to visually inspect any Dodge until '04. 5. Ford and Chevy must have had someting to inspect since '98...



Side note: I wonder if running 'twins' would be a violation?

Nope and Never will TY the one time I was going through Texass I got shot at by a armed robbery subject trying to run from the cop's . Thank god he was a bad shot all the 9 mm did was glaze my door twice while driving down the interstate . Needless to say I Choose to stay away from that wacky State I Personally think all States have there good point's and bad But it's by My Choice I stay in Calif and Love it . as for smog you just learn how to get around it when it does come up

Something as simple as an "altered" airbox is on the list if you fail the opacity test.



Our(Washinton) emission testing depots are "agents" of the State, meaning they have a contract with the State. When I was tested, and failed three samples, the testers(the ones in my lane) were from Russia, they knew what the heck they were looking at. I had at that time, an AEM Workhorse coupled to a polished Silver62 and my 5" MBRP exhaust... , they gave me a free certificate, good for 30 days to make corrections and retest. If I failed again, there would be no exception, until everything on my truck was back to factory condition.



I filled up my fuel tank with bio, set the Smarty on SW 0, turned off everything else, and stuck a 1" piece of pine under the carpet beneath my throttle pedal, to limit my fuel. That 1" piece of pine almost killed me, the test has to see 2800 rpm before the test can be verified, and I barely accomplished 2800 rpm.



My truck blew a 39% opacity on the final sample:-laf. It was almost not funny. Since then, I have replaced the "slow spooling" Silver62, and the truck cleans up very quick now.
