Engine/Transmission (1998.5 - 2002) help hard start

im having hard starts whenever the truck has sat for awhile. I have to give it two trys after sitting outside in mid 20s. I think it might be the preheater, anyone know how to check it out resistance etc. And are there any fuses or relays that would stop from getting juice to the heater. Any help would be greatly appreciated. thanx

The intake heaters do have two relays under the battey (at least on 12 valves that is where they are).

Easy way to tell if heaters are working look at your voltemeter it should show aprox. 8-10 volts when " wait to start" light is on (pre-cycle),10 -12 volts (post-cycle).

Check batteries for full charge. (Clean terminals, check volts engine off and running, have batteries load tested. )

Check starter. Check stater solenoid contacts. Have starter bench tested.
