Engine/Transmission (1998.5 - 2002) HX40 high egts wont build boost

Afraid I have to much turbo and not enough fuel. Have factory sticks and VP44. The highest psi I can get is 25 with the wastgate shut off and the adrenaline on level 10 the HX40 has a 16cm exhaust housing. When accelorating the egts run up to 1200 and stop and then when I let out of it and cruise about 60 or 70 on the Hwy the drop fast and sit at around 750-800 pre turbo. Then if I hit a slight grade and the cruise puts alittle fuel to it the egts run right back up quick. This is empty no trailer.
 
Thanks already checked them. It just doesn't seem like it has enough to spin it. It's like it just cant quit get the turbo light. I drove to work today with the box set on level 10 and it drove pretty good egts didnt get to bad rode around 750-800 like before and didnt get much higher unless I really mash on it and then they go up to 1000/1200 quick but they seem to stop there and the boost hit between 20-25 psi.
 
I have 90hp injectors and a HX40. The waste gate is set for 35psi and its very easy to hit that mark. With the J/A set on#2 I can see 26-28psi. Anything more and its fully lit. I think you need some bigger injectors IMO.
 
I have an HX40 and can open the wastegate with the comp turned off... something is amiss with your setup.
