I have this happening on my 99 also and I have not fixed it yet but I have narrowed it down to the APPS. Having trouble with the $450 price tag on a new one from the dealer.
 
I'm pretty convinced that the APPS is my problem too. My fuel pressure is great, performance is awesome; I think ill just deal wit it until I have an extra $450 lying around.

Best price on APPS????

Had the same dead pedal symptom (After it sat at idle a minute or so it then went right back to normal) Mine threw the codes P0122 and 1693 so I searched APPS here and checked the voltage which was close to printed spec then did the overnight key on /battery disconnect procedure. Checked again and the spec was WAAAY off but truck runs fine. Go figure. So I am going to get a new APPS just to be sure and since the truck has 185 k with original lift and VP, I'm going to install a new LP on the rear frame and keep the old one for spare. When is Honda gonna do a diesel truck... :confused:

BTW, WHERE CAN I GET THE BEST PRICE ON A NEW APPS (and for that matter a MAP sensor?)GUYS?

Also wasn't clear about "%71 of another hundred" rmeant? The altitude here in Santa Fe has caused me some dame bramage...
 
The sercive tech at cummins will want your engine serial number also. The tag is located on the front drivers side of the engine. Had mine go about a month ago. You may also want to try to reset your APPS, by disconnecting your battery cables, reconnecting them, turning key to on, slowly depress acc. pedal to floor and then slowly release. This resets the parameters the ECM reads from the APPS
 
Automatic. Did the reset thing. That's when the voltage numbers got screwier, but vehicle still runs great. I checked voltages both before and after by piercing wire and undoing plug, same reading with APPS out of loop. Like I said it went from being close to the spec printed on the APPS to being way off. Seemed odd to me. That's why I 'm going to trust the code and replace this thing.

eBay Deal on APPS

Just found a new one on eBay from a guy recommended here in an older post. Less than $250 delivered.

He has another one listed now. Just search " dodge ram tps" or NEW Dodge (Cummins) Bellcrank assembly, TPS Sensor.

Computer ground

Have had the same problems you describe with my '99. Check the ground wire to your PCM or computer, whatever you want to call it. I ran a ground directly from the battery! You will be surprised how many troubles go away and stay away. The orginal ground strap is not suffcient especially in cold weather when you block heaters are working and the computer gets confused.
 
Update

Bought the new APPS drove for 20+ miles and what do you know, dead pedal.



Anyone want to buy a 98. 5 Ram? Real nice truck but the F&$%ing go pedal doesn't work for *****!!!

Same thing: Last year mine would do the same thing as yours and posted two vp codes just like yours. The hotter the weather got the more often it happened and milage was dropping too. Changed out the vp and it went away. I went with the Fed Ex unit. DW
 
my 99 is doing the same thing let me know what you have found out im getting it checked for codes in the morning but no cel yet and if it the vp what would you guys recomend
