1998. 5 and up to 2004. 5 i believe don't have a cat. they have a silencer or resonator in place of the cat. the computerized trucks clean up the exhaust better, so were able to meet emissions better through better control of fueling as boost is applied.

If cat started in 94 and my 95 had one and I know of many 97's with cats, then someone has deleted your on your 03. Dodge would not suddenly start not using cats after incorporating them into their exhaust systems when the federal goverment mandated their use. Just my . 02 cents.

I work for a muffler manufacturer and have seen under many trucks. my friends' 1998. 5 (24 valve), 2002, 2003 don't have cats, while my 1997, and friends' 1994, 1996, 1998 (12 valve) have cats.

Do some more research... ... ... ... ... you don't have it nailed down quite yet.....
 
A few more ideas, old or stopped up air filter, obviously the fuel filter, fuel tank is not venting creating a vacuum, cracked air cooler, broken wastegate pulloff, broken, rusted or broken wastegate spring allowing it to open waaaay to early. Check air -air cooler hose clamps and check to make sure that nothing has rubbed a hole in the cooler or pipes; especially lower left side. Check for improper valve adjustment & engine timing. Some automatics are just too sloppy to give good crisp power transfer and can feel like they are doggy. Does transmission need serviced? Does it start good after it has sat for a week? If not, you probably have a small leak in a fuel line and it is sucking air. Check to see that the throttle lever is not breaking over before full throttle. When the lever gets worn out or spring gets bad, it will break over before full throttle. Are you visually matching feel and the tach rpms? Have you checked to see that full pedal in the cab gives you full throttle at the pump? Made sure shutoff solenoid is all the way up? Checked to see that high rpm throttle stop screw is correctly set?
