We have a 2010 ram that came in to the shop, unplugged h&s mini max to access obd port and the scan tool will not connect, nor pull power from the port. When I check with test light I have power at pin 16. Tested grounds (signal and chassis) and they are good. Used a multimeter and only have 7.5 v at pin 16. Battery's tested good (over 910cca) and about 12.6v in each. No corrosion or splicing seen in wires. Tried another scan tool with no luck. H&s will communicate with the truck but I need to use scan too to diagnose other problems. Tested my scan tool on other tricks in shop and they connect fine. I am at a loss here has anyone else had this issue? My scan tool is a snap on verus pro. Any insight would be appreciated!

There should be Battery Voltage at Pin 16, go for www.techauthority.com for the way to diagnose this fault.
Costs you 35$ for a 3 day Access but you have a full access to all the workshopmanuals and diagnostic protocols according to the vehicles VIN.
 
I had a similar issue with my 02 when it was just a few months old.
I found the pins were opened up as if someone had pushed a test probe into them! I closed them up with a pick and it worked fine.
It was possibly done by a service tech when I had a cruise control issue.
That is my best guess.
 
For the quick fix just jump 12v to the back of the DLC at pin 16. At least then your scanner will power up assuming the female terminal is not spread in the truck half of the DLC.
 
Thanks for the input guys, checked the pins and even crimped them back together with a mini pick. Still no go I will try jumping 12power to #16
