odometer readout says noFUSE

The odometer readout reads NOFUSE. The radio wont come on. Power locks wont work. Remote keyless entry won't work and overhead console is blank. I checked every fuse in the fuse block under the hood and they were all good. Anybody know how I can fix this.

Oh and the obd2 port is dead.

Before anyone says the iod fuse or any other fuse I checked and double checked every single one.

All of those items are powered from different fuses. There is an internal BUS bar inside the TIPM that feeds all the fuses. The fuses may be good, but do you have B+ on both sides of each fuse? Fuses in question are 11, 23, and 29.
