Engine/Transmission (1998.5 - 2002) Turbo oil leak?

I just reset APPS,Installed Westach FP gauge, changed oil, filter then started it up and it started smoking white-blue smoke and lots of it. Upon inspection I found oil at exhaust joints,exhaust housing at wastegate linkage,wastegate elbow at pinhole (1/16" drilled by me),and on turbo fins. It seems like oil seal to me so I called a Holset repair shop in L. A. and he said my wastegate was stuck,but that didn't make sense to me, anyway I could really use some help from you guys as I live a long way from parts and dealers. Thanks all.

the shaft seals on your turbo appear to be leaking, send the turbo in for a rebuild before you have to buy a whole new turbo.
