CARB does indeed require retrofits. No one will be grandfathered. The California Air Resources Board (CARB) has proposed a rule that would require operators of existing on-road diesel vehicles, primarily private medium and heavy-duty trucks, meet very stringent emission standards. Basically, the rule applies to any vehicle that is diesel powered, used in California for commercial purposes, licensed and used on-road, or originally designed for on-road use, and has a gross vehicle weight rating of more than 14,000 lbs. Exceptions are:
Solid waste collection vehicles
Public agency and utility fleets until December 31, 2017
Transit buses
Cargo handling equipment at ports and intermodal rail facilities
Off-Road Vehicles
Military tactical support vehicles
Emergency vehicles
Motor homes for private use
Dedicated snow removal vehicles
