The '04 is 50-state certified, which means it complies with Calif. requirements. The '03 HO doesn't qualify on the left coast, which means it may be the last non-choked engine Cummins makes.
I too haven't seen smoke (I even have an EZ), although soot is left behind when I "get on it," if you know what I mean.
Cummins spent a million bucks to take smoke away, how come I want to add it back? As long as my truck runs (and it does big time, now that it's been "helped along a little"), I'm happy!

I really liked my 02 but when I considered what was coming ahead with the EGR fear, uncertainty, and doubt I decided it was time to purchase my "last" truck. Although there were other factors like the 3500 dually, the four doors, the bigger disc brakes, the CMR quiet injection, the hydroform frame, Oh... and the Gen3 stylingI decided to go for it. I haven't seen a whif of smoke yet.
